Cyfarwyddydau mangreoedd

5.—(1) Caiff awdurdod lleol roi cyfarwyddyd mangre mewn cysylltiad ag unrhyw fangre yn ei ardal.

(2) Caiff cyfarwyddyd mangre—

(a)ei gwneud yn ofynnol i’r fangre gael ei chau;

(b)gosod cyfyngiadau neu ofynion mewn perthynas â mynd i’r fangre neu ei gadael;

(c)gosod cyfyngiadau neu ofynion mewn perthynas â defnyddio’r fangre;

(d)gosod cyfyngiadau mewn perthynas â nifer y personau neu’r disgrifiad o’r personau a ganiateir yn y fangre.

(3) Ond ni chaniateir i gyfarwyddyd mangre gael ei roi mewn perthynas â mangre sy’n rhan o seilwaith allweddol.

(4) Cyn rhoi cyfarwyddyd mangre, rhaid i awdurdod lleol roi sylw i’r angen i sicrhau y gall aelodau’r cyhoedd gael gafael ar nwyddau a gwasanaethau cyhoeddus hanfodol.

(5) Pan fo awdurdod lleol yn rhoi cyfarwyddyd mangre, rhaid iddo gymryd camau rhesymol i roi rhybudd ymlaen llaw o’r cyfarwyddyd i—

(a)person sy’n cynnal busnes o’r fangre y mae’r cyfarwyddyd yn ymwneud â hi, a

(b)(os yw’n wahanol) unrhyw berson sy’n berchen ar y fangre neu sy’n meddiannu’r fangre.

(6) Rhaid i berson sy’n gyfrifol am fangre y mae cyfarwyddyd mangre yn ymwneud â hi gymryd y camau sy’n angenrheidiol i gydymffurfio â’r cyfarwyddyd cyn gynted ag y bo’n rhesymol ymarferol ar ôl i’r cyfarwyddyd gymryd effaith.

(7) Ni chaiff unrhyw berson, heb esgus rhesymol, weithredu yn groes i gyfarwyddyd mangre.
